Chapter 28: The Silver Conference and the League HQ's First Round
With the Rising Badge in your case the story returns to the Pokémon League. President Goodshow announces the Silver Conference, a tournament on Mt. Silver whose best eight Trainers each get one battle against the League Champion: you. That is not the Indigo Conference you already won. At the summit Giovanni shows up first; the conference follows; and Goodshow’s closing speech starts the League HQ investigation, a long series of “rounds” in which the Trainer Affairs desk sends you to places around Kanto and Johto.
Main quest in this chapter: hear Goodshow out at League HQ, go up Mt. Silver (the path opens with the Rising Badge), stop Giovanni, battle the eight finalists, then report to Goodshow and take the first order from the Trainer Affairs desk. Round 1 sends you to the Power Plant, Cinnabar Island and Rock Tunnel.
What opens after the closing ceremony: the warm stone in the Diglett’s Cave statue (the Magma Stone) and, with it, Heatran in Union Cave (Tuesdays). While the conference runs the photographer at the foot of Mt. Silver stays away.

Walkthrough
Section titled “Walkthrough”League HQ and Mt. Silver. Go to the Pokémon League administration hall on the Indigo Plateau. Goodshow explains the Silver Conference: Lance and Lorelei will examine the competitors on the mountain, and you will battle the first eight Trainers to reach the summit, one Pokémon battle each. Walk to Mt. Silver (the way beyond the hot-spring lodge is shut until you hold the Rising Badge). On the way up Giovanni attacks Lance and Lorelei; step in and battle Giovanni yourself. Then at the summit you are the Champion on the stage: the eight finalists (among them a Hoenn Trainer, Yellow, Green or Red, Karate King Kiyo, Silver and Gold) challenge you one at a time, as Singles or Doubles, with a chance to restore your Pokémon between fights.

The photographer at the foot is hidden while flag 1339 is clear (guide/07 q-0198 Source).
The closing ceremony. After the last battle Goodshow takes the stage, declares the first Silver Conference closed and warns that Team Rocket is hiding. From this moment the warm stone in the broken statue in the north-east of the lower Diglett’s Cave can be taken (a Magma Stone, once only). In Union Cave, Heatran sleeps in the lava pool on B1F: put the Magma Stone on the pedestal on a Tuesday.

The Trainer Affairs desk. Goodshow’s briefing at HQ explains that Team Rocket is after legendary Pokémon and that the League has collected leads from all over the region. Walk north from the Trainer Affairs signs by the hall entrance to the desk at the back: it gives the leads of each round, and you must come back and report after finishing every lead of a round. If a report is incomplete, the desk just repeats the current leads. Round 1 sends you to suspicious people at the Power Plant (Chapter 9) and then Cinnabar Island, and to a secret group in Rock Tunnel.

Round 1: the Power Plant and Cinnabar. At the Power Plant (reached over water with Surf) the ecologist warns you and Lawrence’s Grunts attack deeper in. On Cinnabar Island, walk up towards the lava in the north-east: Executive Lawrence (Lv. 87-88) burns a Paras to lure Moltres, and his Grunts catch it and escape. This closes for good: the Egg man and his Egg on Cinnabar.

Round 1: Rock Tunnel. In the memorial chamber at the far south end of Rock Tunnel’s lower level Goh has joined Team Rocket and is reading the stone with a Rocket “Joy”. Win two Double Battles. Then read the stone with a Wailord in the first party slot and a Relicanth in the sixth and answer four questions (Yes, No, Yes, “Be ready to fight”): Regirock, Regice and Registeel appear and each joins you as a gift at Lv. 90. Report back to the desk when every lead is done.

Quests in this chapter
Section titled “Quests in this chapter”Open the ones you want; tick Done to hide them. Filters at the top apply to this whole page.
Diglett’s Cave: the warm stone in the statue (after the Silver Conference)
Section titled “Diglett’s Cave: the warm stone in the statue (after the Silver Conference)”In Kanto: Diglett's Cave. The Brock photo part is not reachable because of a hack bug.
Where: the broken Pokémon statue deep in the cave, in the north-east part of the lower cave, about ten steps west of the hiker who says the cave is unusually hot.
When: from the Silver Conference closing ceremony on (right after President Goodshow declares it closed). Before that the statue is only described. It opens at the start of the League HQ investigation and stays open.
How it works: examine the statue → “There seems to be a hole in the top. Reach in and feel around?” → Yes.
Reward: Magma Stone (key item, used for Heatran in Union Cave). Afterwards the hiker says the cave has cooled down.
Also here (after the final Hall of Fame): Brock is meant to stand in the north of the cave, near the Route 2 exit, and offer a souvenir photo after your final Hall of Fame entry between 5 and 8 pm. Because of a hack bug he can never appear: the time check asks for the hour to be 17, 18 and 19 at the same time.
Technical source (script files and flags)
file 5 (script 4, L532, L749; script 1, L473, L608; script 8). Statue ≈23,75; Brock ≈36,4. The statue needs var 0x40A2 ≥ 13, set right after Goodshow’s closing line at the Silver Conference closing ceremony (file 107 @9518); Goodshow’s briefing (file 31 @1625) sets 14. Brock: file 5 L608 hides him (flag 610) unless the hour is 17 and 18 and 19 (same pattern as the Celadon street photographer; hack finding).
Union Cave: Heatran in the lava pool (Tuesdays, Magma Stone)
Section titled “Union Cave: Heatran in the lava pool (Tuesdays, Magma Stone)”Tuesdays only. Surf is needed in Union Cave. Heatran is a one-chance catch. Heatran is Lv. 90. Do first: Diglett's Cave: the warm stone in the statue (after the Silver Conference).
Where: Union Cave B1F, the lava pool at the far south end (a pedestal in the middle of the pool). Gold hints on Route 33 that the lower level needs Surf.
Who gets it / when: you need the Magma Stone from Diglett’s Cave (Diglett’s Cave: the warm stone in the statue), which you can get from the Silver Conference closing ceremony on. No Hall of Fame entry is needed. The stone only reacts on a Tuesday.
Clues on the way (Union Cave):
- 1F, a woman on the west side (next to where Goh stood): “Have you heard the old rhyme about Union Cave?” → No → she recites a rhyme about offering “a red heart” to the “crimson lotus” in the deepest cave.
- B1F, a man next to a ladder on the west side: answer Yes to hearing the rhyme → the method alone isn’t enough, “it only works if you use it on a particular day”.
- B1F, deep in the south, a man a few steps south of the psychic healer asks what day it is. His reply to “Tuesday” calls it “the day of fire” (the hint).
How it works:
- A “mysterious wave of heat” on the path to the lava pool throws you back. To get past, either carry a Cleanse Tag (it drives the heat off every time) or pay the old woman just before it (west side) $2,000 to lead you through (that works for one trip only).
- Examine the pedestal at the lava pool on a Tuesday with the Magma Stone → “Place the Magma Stone on the pedestal?” → Yes. The stone is used up and Heatran appears.
- “Try to catch it?” → Yes → wild Heatran, Lv. 90.
Reward: Heatran.
Notes: if you say No at step 3 or black out, Heatran stays at the pool. Examine the pedestal again (any day) to fight it. Once you catch it or knock it out it’s gone, and the Magma Stone is gone too (no second Magma Stone is known: Diglett’s Cave has the only one). On other days the pedestal just says “This is the center of the lava pool.”
Technical source (script files and flags)
script file 57 (Union Cave B1F): scripts 7, 8, 9, L1354–L2280 (flag 1776, the Heatran hide flag, is set in file 851 and cleared only when you place the stone, L2226; the pedestal script 9 checks only 1776 and HasItem 458, no Hall of Fame flag); clues: file 56 script 8, file 57 scripts 4 and 5; work/docs/items.md lists one Magma Stone. Positions: pedestal ≈14,218; 1F rhyme woman ≈4,47; B1F men ≈6,60 and ≈7,181; heat ≈18,205; old woman ≈4,195.
League HQ: the Trainer Affairs Department’s investigations (where to go next)
Section titled “League HQ: the Trainer Affairs Department’s investigations (where to go next)”The desk repeats the current leads until every lead of a round is done.
Where: the Pokémon League administration hall at the Indigo Plateau, the Trainer Affairs Department: walk straight north from its signs by the hall entrance to the desk at the back.
Who gets it / when: after the Silver Conference, when President Goodshow tells you to go there. This is the main post-Silver-Conference story; the desk tells you where to go, and you must come back to report after finishing every lead of a round.
| Round | Leads the desk gives you |
|---|---|
| 1 | suspicious people at the Power Plant (then Cinnabar Island); a secret group in Rock Tunnel |
| 2 | suspicious people at the Pewter Museum exhibition; strangers at the Cerulean Gym water ballet (continues at the Seafoam Islands) |
| 3 | check the Jade Orb at the Violet Gym; legendary tracks near New Bark Town and Cherrygrove City (ask Gold and Crystal); people in black in Ilex Forest; ghostly rumours at MooMoo Farm (Route 39). Taking this order is what makes the MooMoo Farm Miltank fall sick: only from now on does the farmer ask for your help, which starts the investigation that leads to the Dream World |
| 4 | Bell Tower (Ecruteak) and Whirl Islands (Ho-Oh, Lugia); bring the orb from Dark Cave back to HQ; check the Lake of Rage |
After round 4, Goodshow sends you to the Alto Mare Islands: sign up for the Island Pilgrimage on Seven Island as cover (Seven Island: the Island Pilgrimage). The pilgrimage ends at the Ritual Shrine, and the trail leads on to the Ruins of Alph. Notes: if a report is incomplete, the desk just repeats the current leads. Until the round-3 order the MooMoo Farm Miltank are healthy and the farmer only greets you, so the Dream World (and the romance partner choice in it) can’t come earlier (tested in an emulator). In round 3 the New Bark scene has Gold and you fight Cassidy and Butch in a Multi Battle before Raikou picks Gold as its Trainer; in Cherrygrove, Suicune picks Crystal after her duel with Eusine.

Cinnabar Island: Lawrence and Moltres (League HQ investigation), and catching Moltres
Section titled “Cinnabar Island: Lawrence and Moltres (League HQ investigation), and catching Moltres”The Moltres catch itself comes after the final Hall of Fame (postgame). Executive Lawrence's team is Lv. 87-88.
Where: the lava’s edge in the north-east of the island, east of the lab (the row of “The lava’s right up ahead” signs).
How it works:
- After the final Hall of Fame (the one after you beat Giovanni at League HQ): go to where the Egg man stood and read the lava’s edge in front of you (north): “Moltres is staring at you. Try to catch Moltres?” → a wild Lv. 90 Moltres. Catch it, knock it out or run away, and it’s gone for good. Later Hall of Fame entries don’t bring it back.
- League HQ investigation (round 1, after the Power Plant scene): walking up towards the lava (about four steps south of the lava’s edge) triggers Lawrence burning a Paras to lure Moltres. You battle Executive Lawrence (Skarmory 87, Aerodactyl 88, Salamence 87, Sirfetch’d 88, Noivern 87, Braviary 88). Losing whites you out and the scene replays. After the battle his Grunts catch Moltres and escape; the investigation then points you to Rock Tunnel or League HQ.
Notes: the investigation scene checks only its own progress, so catching the lava Moltres doesn’t block it. In normal play the order can’t be reversed anyway: the lava Moltres needs the final Hall of Fame, which comes after the investigation.
Technical source (script files and flags)
script file 812 (script 6, L2999, L4731, L7711, L7890, flag 1517; L889 checks flag 2261; script 23 L2045–L2868, flag 1125; the trigger fires at var 0x4078 = 4 and never checks flag 1517; the var is set to 5 only after a win, @4698); file 822 L2474 clears 1517 once, in the final Hall of Fame block that also sets 2261 (L2450–L2582), and no later entry touches it; file 196 L1654 clears 1125. Positions: lava edge signs ≈1046–1049,488 (Moltres at ≈1048,488); chain trigger ≈1048,493.
Rock Tunnel: Regirock, Regice and Registeel (League HQ investigation)
Section titled “Rock Tunnel: Regirock, Regice and Registeel (League HQ investigation)”Needs a Wailord in your first slot and a Relicanth in your sixth, and a free party slot for each titan. The three titans are Lv. 90.
When: during the League HQ investigation (round 1, before your final Hall of Fame entry). After the intelligence briefing in the Pokémon League building (the one President Goodshow sends you to), walking into the memorial chamber at the far south end of Rock Tunnel’s lower level triggers a scene: Goh has joined Team Rocket and, with a Rocket “Joy”, is reading the memorial stone.
How it works:
- Beat two Grunts (a Double Battle against both), then Goh and Joy (another Double Battle against both). Losing either one whites you out.
- The stone can now be read (it’s the wall just north of the chamber entrance). Reading it offers a moment of silence.
- The silence only does anything if your first party slot is a Wailord and your sixth slot is a Relicanth. Otherwise “Nothing happened.”
- A voice asks four questions:
| # | Question | Answer |
|---|---|---|
| 1 | Do those who commit crimes deserve to be punished? | Yes |
| 2 | Could foreign bandits treat the locals fairly and kindly? | No |
| 3 | Is today’s peace connected to the heroes’ sacrifice? | Yes |
| 4 | How to deal with criminals who never admit their crimes? | Be ready to fight (3rd option) |
- After a wrong answer the voice still asks the remaining questions, then you get “There’s no response…” with no penalty. Read the stone again to retry.
- With all four right, Regirock (centre), Regice (west) and Registeel (east) appear at the back of the chamber.
Reward: examine each one → “Invite it to join your party?” → Yes: Regirock, Regice, Registeel, each Lv. 90, as gifts (no battle). You need a free party slot for each. If you answer No, you can come back later.
Technical source (script files and flags)
file 129 (scripts 19–24; L2935, L3542, L3855, L4520–L4663; battles are trainers 616+617, then 832+925, as two-Trainer Double Battles); file 31 L2267 (sets var 0x408C = 11). Chamber ≈26,113; Regirock ≈27,116, Regice ≈18,116, Registeel ≈35,116. Regice is given only once: script 23 (@2403) duplicates script 22 (@2262) but no map event uses it, and both check flag 1128. The stone is the bg event (script 20) at ≈26–27,105; the Regis are bg events (scripts 21, 22, 24) one tile north of each statue.
